04.08.2022 Heard Ms. Joan Kipgen, learned junior counsel to Mr. S. Rupachandra, learned senior counsel for the petitioner and Mr. Y. Ashang, learned GA for the Respondents. [2] After issuance of notice, Mr. Y. Ashang, learned GA takes notice for the Respondents. [3] The petitioner has filed the present writ petition seeking the prayers as follows:- (i) to admit this Writ Petition and issue a rule nisi; (ii) to direct the respondents to give retrospective regularization of contract engagement of the petitioner w.e.f. 2008 as Gallery Assistant and link up the same for pensionary benefits with his past service of EME (Army); (iii) to direct the respondents to consider and dispose of the representation dated 25.06.2022 submitted by him to the authority with a reasoned & speaking order within a stipulated time frame. [4] Since the prayer sought for by the petitioner in the writ petition is to give retrospective regularization of contract engagement of the petitioner’s service as Gallery Assistant and link up the same for pensionary benefits with his past service of EME (Army), Ms. Joan Kipgen, learned junior counsel to Mr. S. Rupachandra, learned senior counsel for the petitioner represented though the petitioner prayed for larger prayers, Respondents may be directed to dispose of the representation dated
25.06.2022 by passing appropriate speaking order by giving personal opportunity to the petitioner, the writ petitioner will be satisfied. [5] Mr. Y. Ashang, learned GA who is appearing for the State Respondents also represented that if this Court is directing the Respondents to pass appropriate orders on the petitioner’s representation dated

25.06.2022, 3(three) months’ time may be granted to the Respondents to pass appropriate orders. [6] Therefore, recording the submission, without going into the merits and demerits of the case, I am inclined to pass the following orders:- a) this writ petition is disposed of; b) the Respondents are directed to consider the petitioner’s representation dated 25.06.2022 and to pass appropriate speaking order by giving personal opportunity to the petitioner; c) the said exercise shall be done within a period of 3(three) months from the date of receipt of copy of this order.
