Khelemba, learned counsel, appearing for the petitioner; Mr. Lenin Hijam, learned Advocate General, Manipur, assisted by Mr. I. Amri, learned counsel, appearing for the State respondents. Mr. S. Samarjeet, learned Sr. PCCG, appearing for respondent No. 5; and Mr. Y. Nirmolchand, learned senior counsel, assisted by Mr. U. Augusta, learned counsel, appearing for respondent No. 14. At the outset, Mr. I. Lalitkumar, learned senior counsel, fairly submitted that as the issue involved in the present PIL has also been raised in the batch of cases pending before the Hon’ble Apex Court, the learned senior counsel, seeks leave to withdraw the present PIL with liberty to approach the Apex Court, if so advised.
