Learned counsel for the Petitioner submits that the matter is substantially covered by the judgment of this Court in W.P. (C) No.20875 of 2025 between Ranjan Kumar Tripathy v. State of Odisha and batch disposed off on 27.11.2025 and therefore, a direction is to be issued to the Appellate Authority to hear and dispose off the appeal before long. There is force in this submission.

Learned AGA-Mr. Mohanty appearing for the OPs submits that there would be no difficulty in instructing OP No.2 to dispose off the subject appeal, if it is pending, in accordance with law, if all contentions are kept open and reasonable period is fixed, in the light of the cognate judgment. This is fair. In the above circumstances, writ petition is disposed off directing OP No.2 to hear and dispose off the appeal keeping in view the observations of this Court in cognate case, i.e. W.P.(C) No. 20875 of 2025 within an outer limit of three weeks. Delay shall be viewed very seriously at the next level of litigation. Now, no costs. Web copy of this order to be acted upon by all concerned.
