From perusal of the letter, it appears that the offence in which the prisoner was involved and convicted occurred in Vidarbha Region and he is presently lodged in the Nagpur Central Prison. Even the impugned order is also passed by the Divisional Commissioner, Nagpur Division, Nagpur.
