Dated: 15.09.2003: PC: In view of our order dated 15th September, 2003 in Modification Application No.8897 of 2003 in Writ Petition No. 451 (M.B.) of 2003, we direct the applicant/petitioner to approach the Additional Commissioner of Transport for release of his vehicle. The Additional Commissioner of Transport will decide the matter in accordance with the provisions of the Motor Vehicles Act, 1988 and in particular under Section 207(2) of the Motor Vehicles Act,
