The Deputy Commissioner, Panipat as well as Naib Tehsildar, Israna, District Panipat have filed reply/affidavit alongwith copy of the petition instituted by Gram Panchayat, Israna under Section 7 of the Punjab Village Common Lands Act, 1961 COCP No.653 of 2012 [2] against various encroachers of the Panchayat land including the petitioner – Society.

It appears that various so-called welfare societies, industries and individuals have grabbed the prime property of Gram Panchayat, Israna. Hence, this contempt petition is disposed of with a direction to the Assistant Collector, Ist Grade, Panipat to decide the eviction proceedings at the earliest but not later than one year. He shall not grant more than three effective opportunities to each party to lead its evidence and if so required, proceedings be taken on weekly basis. In case, counsel for any of the parties does not cooperate, Assistant Collector shall proceed against such party in accordance with law. A compliance affidavit shall be filed in this Court.
