This matter is taken up through Hybrid Arrangement.

Heard learned counsel for the petitioner and learned Additional Standing Counsel for the State.

According to learned counsel for the petitioner, the grievance of the petitioner in this case pertains to non- registration of his complaint under Annexure-1 as F.I.R. by I.I.C., Cuttack Sadar Police Station (opposite party no.3). Though the petitioner has approached the Superintendent of Police (Rural), Cuttack (opposite party no.2) for such inaction by filing a grievance petition dated 10.11.2022 under Annexure-2, no action has been taken on the same till date. In such background, he prays that necessary direction be issued to the opposite party no.2 to take a decision on the // 2 // said grievance petition within a specific time period.

Considering the submissions made and without expressing any opinion on the merits of the case, this Court directs the Superintendent of Police (Rural), Cuttack (opposite party no.2) to take a decision on the complaint petition dated 10.11.2022 under Annexure-2 in accordance with law keeping in the mind the decision of the Supreme Court in the case of Lalita Kumari v. Govt. of U.P. & Others1 within a period of four weeks from the date of production of certified copy of this order, if in the meantime, the same has not already been disposed of. Opposite party no.2 is directed to communicate the result of such exercise to the petitioner without fail.
