#1. Heard Mr. P.N. Pattanaik, learned counsel for the petitioner and Mr. P.K. Mohanty, learned Additional Standing Counsel for the State.

#2. Learned counsel for the petitioner refers to the order dated 21.07.2025 and submits that the State is to provide instruction.

#3. In response, learned Additional Standing Counsel submits that he has obtained written instruction from the Additional Sub-Collector, Jagatsinghpur (Opposite Party No.2) received by him by Office Letter No.316 dated 29.07.2025. The contents of the instruction is reproduced herein that would be relevant for adjudication of the matter: “However, after downloading the plant copy and the order in RC No.6/1998, notices have already been issued to the parties fixing 08.08.2025 for hearing of the said case.” The instruction dated 29.07.2025 copy of which is filed along with a Memo is taken on record.

#4. It is further submitted by the learned counsel for the petitioner that as per his instruction the authorities have set the pending case into motion and the matter may be disposed of directing the authorities to take a decision at an early date.

#5. Learned Additional Standing Counsel in response submits that since the matter involves adjudication after issuance of notice to all the affected parties, it may take some time and given reasonable time, the authorities shall do the needful to dispose of the matter in accordance with law.

Having heard learned counsel for the petitioner, learned Additional Standing Counsel and considering the written instructions provided by him, the writ petition is disposed of observing that the authorities shall do well to dispose of the pending matter strictly in accordance with law as expeditiously as possible, preferably, within a period of six months from the date of communication of the certified copy/Official Website copy of this order.

It is clarified that this Court has not expressed any opinion regarding the contentions raised in the writ petition or the contentions of the parties to the litigation. 2 Urgent certified copy of this order be issued as per rules.
