The entire aspects now pointed out by the review petitioner were considered in the judgment in the appeal. Considering the promotions, anticipated vacancies were reported by the Governmentafter taking into account the fact that six months' training will be required before appointment. We have also considered the cadre strength and anticipated vacancies that arose during the currency of thelist for direct recruitment in the ratio prescribed. We have fixed the number of vacancies to be reported. We see no ground to review the judgment. A review petition cannot be equated to an appeal or a petition for re-hearing of the matter.
