The writ petitioner is the Kattalaitharar. By the impugned communication, the second respondent had called upon the petitioner to arrange the holding of the event and also pay a sum of Rs.2,000/-. The petitioner challenged the said communication on the ground that while the petitioner is ready to pay the aforesaid amount demanded from her, the conduct of the festival is not possible without the second respondent making their corresponding arrangement.
