Petition under Article 226 of the constitution of India praying that in the circumstances stated in the Affidavit filed herein the High Court may be pleased to issue an appropriate Writ, order or direction particularly one in the nature Writ of Mandamus, declaring the action of the Respondent 2 to 4 in not issusing Hall Tickets to the Candidates of the 1st & II nd year of Intermediate Course studying in the petitioner's College, in spite of the order of the 2nd Respondent in R.C.No.102/E3-4/93-94, dt.24.05.1999 have been stayed by the 1st Respondent as per order in Letter No.17137/CE.III.1/99-1, dt.23.6.1999 is arbitrary, unjust and consequently direct the Respondent 2 to 4 issue Hall Tickets to all the students of the petitioner College Studying in the 1st & 2nd year Intermediate Course and permit them to appear for Examination through the petitioner's College, by implementing the order of the 1st Respondent in letter No.17137/CE.III.1/99-1, dt.23.6.1999.
