Petition under Article 226 of the Constitution of India praying that in the circumstances stated in the affidavit filed herein the High Court may be pleased to issue a Writ, Order or direction more particularly one in the nature of Writ of Mandamus declaring the action of the Respondents in reserving 7 out of 13 Gram Panchayats in Vontimitta Mandal, Cuddapah District to Backward Classes for the Gram Panchayat elections to be held in October/November, 2000 as illegal and arbitrary and consequently direct the Respondents to follow the provisions of A.P. Panchayat Act, 1994 and the Rules made thereunder for the reservation of the office of Sarpanches in Vontimitta Mandal, Cuddapah District. Challenging the action of the respondents in reserving 7 Gram Panchayats out of 13 Gram Panchayats in Vontimitta Mandal, Cuddapah District to Backward Classes for the Gram Panchayat elections to be held in October/November, 2000 for the posts of Sarpanches, the petitioners filed the present writ petition. When the matter is taken up today for hearing, none appears for the petitioner. Learned Government Pleader for Panchayat Raj and Rural Development submits that by lapse of time the prayer in the writ petition has become infructuous.
