Petition under Article 226 of the Constitution of India praying that in the circumstances stated in the Affidavit filed herein the High Court may be pleased to call for the records and issue a writ or order or direction more particularly one in the nature of writ of Mandamus declare the inaction of the 1st Respondent in passing orders in Ref.G. 3591/98 as illegal, arbitrary and violative of Principles of Natural Justice and consequently direct the 1st Respondent to pass final orders in the matter pending before the 1st Respondent in Ref.G.3591/98. Heard the learned counsel for the petitioner and the learned Government Pleader for Home appearing on behalf of respondent No.1 and with their consent the writ petition is taken up for disposal at the stage of admission. In this writ petition the petitioner, in effect, seeks a direction to respondent No.1- Licensing Authority Cinemas to pass final orders in the matter pending before him in Ref.G.3591/98 made by respondent No.2 with regard to the ownership of M/s. Geeta theatre, Ramachandrapuram, East Godavari District. The grievance of the petitioner is that though the matter was heard by respondent No.1 in the month of November, 2003, no orders have been passed so far. Therefore, seeking a direction to respondent No.1 to pass final orders in the matter, the petitioner filed this writ petition. Having regard to the facts and circumstances of the case, I deem it appropriate to dispose of the writ petition in the following terms. Respondent No.1 is directed to pass final orders in the reference made by respondent No.2 in Ref.G.3591/98, as expeditiously as possible preferably within a period of two months from the date of receipt of a copy of this order, if not already passed.
