Petition under Section 151 CPC praying that in the circumstances stated in the affidavit filed in support of the petition, the High Court may be pleased pleased to direct the respondents to consider the payment of amount spayable to the petitioner 1.) Engaging of hired Vehicle to Examiner of Accounts of Ananthapuramu Municipal Corporation from 15-12-2024 to 14- 02-2025, under the Contingent Bills vide EGA No.1525, dated 26.08.2025 an amount of Rs.68,600/- withholding the amount which is due to me even after 3 finalizing the bills, 2.) Engaging of hired Vehicle to Examiner of Accounts of Ananthapuramu Municipal Corporation from 15-02-2025 to 14-04-2025, under the Contingent Bills vide EOA No.1526, dated 26.08.2025 an amount of Rs.68,600/- withholding the amount which is due to me even after finalizing the bills, 3.) Providing BT Ptaches infront of Mehfil Restaurant in Subash Road, Ananthapuramu under the Contingent Bills vide EGA No.3713, dated 13.03.2026 an amount of Rs.88,873/- withholding the amount which is due to me even after finalizing the bills 4.) Engaging of hired vehicle to Assistant Director of Horticulture (Tree plantation 01 to 50 Division Parks) of Aanthapuramu Municipal Corporation from 10.06.2024 to 08.08.2024 as per the Work Order, dated 09.06.2024 an amount of Rs.68,600/- withholding the amount which is due to me even after finalizing the bills 5.) Engaging of hired Vehicle to Examiner of Accounts of Ananthapuramu Municipal Corporation from 15-10-2024 to 14-12-2025, under the Contingent Bills vide Work Order, dated 14.10.2024 an amount of Rs.68,600/- withholding the amount which is due to me even after finalizing the bills 6.) Engaging of hired vehicle to Assistant Director of Horticulture (Tree plantation 01 to 50 Division Parks) of Aanthapuramu Municipal Corporation from 09.08.2024 to 08.10.2024 under the Contingent Bills vide Work Order, dated 08.08.2024 an amount of Rs.68,600/- withholding the amount which is due to me even after finalizing the bills, then totally an amount of Rs. 4,26,873/- at Ananthapuramu Municipal Corporation, immediately, pending disposal of the main writ petition and pass Counsel for the Petitioner:

GP FOR FINANCE PLANNING The Court made the following: ORDER:- 4 The learned counsel for the petitioner submits that the petitioner was entrusted with the execution of the works i.e., “1) Engaging of hired Vehicle to Examiner of Accounts of Ananthapuramu Municipal Corporation from 15-12- 2024 to 14-02-2025, under the Contingent Bills vide EGA No.1525, dated
26.08.2025, 2) Engaging of hired Vehicle to Examiner of Accounts of Ananthapuramu Municipal Corporation from 15-02-2025 to 14-04-2025, under the Contingent Bills vide EGA No.1526, dated 26.08.2025, 3) Providing BT Patches in front of Mehfil Restaurant in Subash Road, Ananthapuramu under the Contingent Bills vide EGA No.3713, dated 13.03.2026, 4) Engaging of hired vehicle to Assistant Director of Horticulture (Tree plantation 01 to 50 Division Parks) of Aanthapuramu Municipal Corporation from 10.06.2024 to 08.08.2024 as per the Work Grder, dated 09.06.2024, 5.) Engaging of hired Vehicle to Examiner of Accounts of Ananthapuramu Municipal Corporation from 15-10- 2024 to 14-12-2025, under the Contingent Bills vide Work Grder, dated
14.10.2024, 6) Engaging of hired vehicle to Assistant Director of Horticulture (Tree plantation 01 to 50 Division Parks) of Aanthapuramu Municipal Corporation from 09.08.2024 to 08.10.2024 under the Contingent Bills vide Work Grder, dated 08.08.2024.
2. It is submitted that the petitioner had completed the works entrusted to him and that the competent authority of the respondents had also approved the payments due and payable to the petitioner. The respondents have also recorded the progress of the works and the amounts due and payable to the petitioner in 5 the M-Book. However, the respondents are yet to release the amounts due and payable to the petitioner.

Heard the submissions of the learned counsel for the petitioner, the learned Government Pleader for Municipal Administration and Urban Development Department, Sri P.Vengala Reddy, learned Standing Counsel for the respondent Corporation, and the learned Assistant Government Pleader for Finance and Planning.
4. During the course of hearing, the learned Standing Counsel appearing for the respondent Corporation submits that the works has been completed and that the petitioner has also submitted the final bills and the amounts due and payable to the petitioner have been duly admitted. It is submitted that further funds are awaited and that, soon after the release of the funds, the bills due and payable to the petitioner shall be cleared.
5. Recording the submissions, this writ petition is disposed of, directing the respondents to verify and release the payments due and payable to the petitioner as expeditiously as possible, preferably within a period of four (04) weeks from the date of receipt of a copy of this order.
