3. Sri Lal Mani, learned counsel for respondent on basis of above referred document has not able to contradict the submission on contrary orders on same set of facts.
4. In the aforesaid circumstances, impugned order dated 15.05.2014 is set aside and matter is remitted to concerned respondent to pass a fresh order.
5. The petitioner will submit relevant document including the above referred order dated 06.04.2009, within two weeks and thereafter the concerned respondent will pass order, taking note of above referred orders within a short period and in case, there is any other legal impediment, the same shall be informed to the petitioner.
