Civil suit s have alr eady been filed against 14 of t hem t he before rem aining 3 persons are under preparat ion and shall be filed wit hin one week. 2. I n t hat view, we are of t he opinion t hat t he relief sought for in Prayer No. 2 st ands answered. I nsofar as Prayer No. 1 is concerned, t he sam e would st and answered by j udgm ent and decree, which t he j urisdict ional Civil Court is likely t o pass.

3. I n t hat view, t he Writ Pet it ion is disposed of by placing t he com pliance affidavit on record. As t he allegat ion is t hat it is a public propert y, we direct t he Court of t he Civil Judge ( Junior Division) , Roorkee t o expedit iously consider and dispose of t he Suit s, at any rat e wit hin an out er lim it of 24 m ont hs from t oday. 2
