1. The issue involved in this batch of writ petitions is no more res integra and this Court in a batch of writ petitions led by Abhishek Shah Vs. Rajasthan Staff Selection Board & Ors. [2025:RJ-JP:37819] (4 of 5) [CW-204/2025] (S.B. Civil Writ Petition No. 15294/2024) and other connected petitions decided on 03.09.2025 has held as under: "1. With the consent of learned counsel for the parties, the above matters were heard finally and are being decided by this common order.

The issue involved in the present cases is whether holding the degree of B.Tech can be treated as sufficient qualification for holding the post of Junior Accountant and Tehsildar Revenue Accountant pursuant to advertisement dated 20.06.2023, whereas the aforesaid advertisement prescribes possession of RS- CIT Certificate as the necessary qualification in addition to the academic qualification mentioned in the advertisement. 3. Vide order dated 27.03.2025, this Court directed the Principal Secretary, Finance Department, and Principal Secretary, Department of Personnel, to provide a consolidated decision/opinion regarding whether the B.Tech degree can be considered equivalent to an RS-CIT Certificate or falls under the eligibility criteria vis-a-vis instant selection process. 4. Learned counsel for the respondents submits that, in compliance with the order dated 27.03.2025, a Committee was constituted, and meeting of the Committee was convened on 10.06.2025. After considering all the factors, it was decided in the meeting that degree of BE/B.Tech in any branch of Engineering is equivalent to RS-CIT, and the candidate’s eligibility should be determined accordingly. In the application filed on behalf of respondent No. 1 and 3, it has been mentioned that the Committee had treated the computer subjects in all/some semesters of different streams at both Graduation and Post- Graduation levels as equivalent to RS-CIT, and recommending that candidate’s eligibility be determined accordingly. In the said meeting dated 10.06.2025, 5. Committee has also taken a conscious decision to hold that the candidates possessing computer concept certificate (CCC) issued by the NIELT are also equivalent certificates to that of RSCIT certificate. As such, persons holding the CCC are also eligible for the aforementioned recruitment examination. 6. In the light of above decision taken by the respondent-Government itself, it is declared that degree of BE/B.Tech and CCC shall be considered as sufficient qualification for determining the eligibility of the candidates wherever the requirement is to possess certificate of RS-CIT. In light of above, the writ petitions are 7. allowed with the direction to treat the petitioners as eligible for participating in the recruitment process for [2025:RJ-JP:37819] (5 of 5) [CW-204/2025] the post of Junior Accountant and Tehsildar Revenue Accountant, pursuant to order dated 20.06.2023. The result of the petitioners is directed to be declared. In case, names of the petitioners are found at appropriate place in the merit list, appointment orders be issued in favour of the petitioners with all consequential benefits. 8. Hence, the writ petitions are allowed."

2. Instant writ petitions are also allowed in terms of directions given in the above case of Abhishek Shah (supra).
