1. Since common question of facts and law is involved in both these petitions, hence with the consent of counsel for the parties, matters are taken up together and are being decided by this common order.
2. After arguing for some time, counsel for the petitioners submits that a liberty be granted to the petitioners to file a detailed comprehensive representation individually before the State authorities for redressal of their grievances. Counsel submits that the matter pertains to promotion of the petitioners on the post of Cattle Guard in the Department of Forest. Counsel submits that appropriate directions be issued to the State authorities to decide the representations expeditiously as early as possible within a time frame by passing a reasoned and speaking order.
3. Learned counsel for the respondents opposes the prayer and submits that joint petitions have been preferred by more than 434 persons, therefore, it would not be possible for the respondents to decide a joint representation as the grievance of each and every petitioner is required to be decided by the authorities concerned individually by passing separate orders.
4. Heard and considered the submissions made at Bar and perused the material available on the record.
5. Considering the arguments put forward by the counsels for the respective parties, both the instant writ (30 of 30) [CW-17112/2022] petitions stand disposed of granting liberty to each of the petitioners to submit separate representation with regard to his/her grievance.
6. In case, separate representations are submitted by each of the petitioners, it is expected from the respondents to decide the same expeditiously, as early as possible, strictly in accordance with law by passing reasoned and speaking order.
7. The stay applications and all pending applications, if any, also stand disposed of. (ANOOP KUMAR DHAND),J KuD/69-70
