1. The issue raised in the present writ petition is no longer res integra in view of the decision rendered by Division Bench of this Court in D.B. Civil Writ Petition No.16312/2024 (Komal Kumawat & Ors. v. Union of India & Ors. and connected matters).
2. The Division Bench has dismissed the aforesaid writ petition vide judgment dated 28.05.2025, making the following observations:- “67. Merely, for the reason that Schedule sought to be substituted vide Notification dated 01.09.2023 is silent in respect of manner of relaxation to be granted qua possessing NCIC/CITS certificate, even for the trades where CITS courses are not available, would not invalidate the Notification dated 01.09.2023 for the reason that it goes without saying that O. M. dated 30.06.2023 issued by the Central Government would govern the field, where the State Rules are silent. More so, learned AAG, on instructions, on behalf of the State, has undertaken that the State would also grant relaxation, whenever required, to the candidates where CITS courses are not available for a particular trade or eligible candidates are not otherwise available.” [2025:RJ-JP:37797-DB] (4 of 4) [CW-9158/2024]
