HON'BLE MR. JUSTICE K.S. RATHORE HON'BLE MR. JUSTICE SATYA PRAKASH PATHAK Mr. Vinay Pal Yadav, Advocate for the petitioner. Mr. Rajendra Yadav, Govt. Counsel for the State. **** The petitioner has sought first parole which has been declined by the Committee on the basis of adverse report given by the Superintendent of Police, Ajmer. We have carefully perused the adverse report. There does not appear any satisfactory reason, ipse-dixi reasons are not sufficient to decline parole if otherwise the convict is not entitled to be released on parole. It appears that requisite sentence has already been undergone by the convict, therefore, we deem it proper to allow the present petition. Accordingly, the writ petition is allowed. Petitioner Yogendra Singh @ Bablu shall be released on first parole for a period of 20 days on the usual terms and conditions as determined by the Superintendent of Jail, Ajmer.
