1. The present petitions are filed seeking directions, qua the respondents to accept the already submitted application forms the petitioners and issuance of admit cards thereupon.
2. At the outset, learned counsel appearing for the petitioners has submitted that the respondents have issued an advertisement No.01/2024 dated 12.12.2024 inviting applications qua (Rajasthan Eligibility Examination for Teachers) REET Examination, 2024 for the post of teacher(s) (various levels).
3. It is further submitted that the petitioners are not possessing requisite admit cards and the written examination qua the said selection process is scheduled on 27.02.2025 &
28.02.2025 respectively. Further, it is submitted that on account of [2025:RJ-JP:8460] (3 of 6) [CW-2984/2025] a bonafide error on the part of the petitioners, the preview application forms confirming the information and other credentials were not submitted. It is further submitted that the said mistake occurred inadvertently as the petitioners have miniscule technical knowledge and resources. Moreover, the petitioners have access to limited resources and belong to a humble and not so affluent background.
4. In support of the contentions made insofar learned counsel has placed reliance upon the judgment passed by Co- ordinate Bench of this Court in S.B. Civil Writ Petition No.11695/2023 titled as Aarzu Banu Fakir vs. State of Rajasthan decided on 24.08.2023.

Per contra, learned counsel Shri Vinod Kumar Gupta, who has marked appearance on directions of the Court due to the dire urgency of the instant matter(s), has submitted that in the present examination i.e. REET 2024 approximately 15,00,000 applications are received, withal, if the terms and conditions and the information guidelines are not adhere to by the candidates; the respondents are not duty bound to intervene in such circumstances, especially when the candidates/petitioners have approached the Court at the fag end of examination process/a day or two prior to the examination. It is further submitted that the said action is adopted due to the excessive data that has to be entered or maintained qua the candidates, by the examination conducting authority/administrating authorities. Nevertheless, if the instant petitions are allowed, a Pandora box inviting umpteen number of identical controversies, may be with cursory candidates, will be opened. Howsoever, considering the urgency and limited prayers made by the counsel representing the petitioners, specially when the petitioners have agreed and acknowledged that there is a procedural lapse that has occurred on part of the petitioners; if the petitioners appear before the competent authorities along with the relevant documents, the consequential procedure may be initiated, as per the directions of the Court.
7. Heard and considered the rival arguments made by the learned counsel for the parties, upon an assiduous scanning of the record and taking note of the judgment cited at the Bar, this Court at this nascent juncture deems it apposite to jot down indubitable facts:
7.1 That the present batch of petitions are filed in pursuance to the REET Examination, 2024.
7.2 That as on date no admit cards are issued qua the petitioners (which is mandatory to permit the petitioners in the written examination), due to the procedural lapses that are committed by the petitioners prima facie bonafidely, due to lack of infrastructure and technical knowledge.
7.3 That the petitioners are willing and ready to compensate the respondents for the hardships and inconvenience caused to the department/authority due to the act of the petitioners.
7.4 That in identical set of facts and legal issues Co- ordinate Bench of this Court in S.B. Civil Writ Petition NO.11695/2023 (Supra) vide judgment dated 24.08.2023 has passed an equitable direction. [2025:RJ-JP:8460] (5 of 6) [CW-2984/2025]
7.5 That tomorrow i.e. on 26.02.2025 is a government holiday on the occasion of Shivratri and the said examinations are scheduled on 27.02.2025 & 28.02.2025.
7.6 That the respondents have given adequate opportunities and procedural guidelines which are to be followed by the petitioners/candidates, who are to appear in the said examination, in pursuance to the said examination wherein approximately 15,00,000 candidates have applied. Nonetheless, for the sake of handiness and administrative convenience the respondents have issued categorical guidelines prior to initiation of the selection process.

In light of the aforementioned and maintaining parity with the judgment encapsulated in Aarzu Banu Fakir (Supra), this Court directs that the petitioners be permitted to appear in the said written examination, subject to deposition of cost of Rs.10,000/- (Rupees Ten Thousand Only) (by each of the petitioners) in favor of the respondent No.2- Coordinator, Rajasthan Eligibility Examination for Teachers (REET) -2024, Board of Secondary Education Rajasthan, Ajmer. The said cost is imposed upon the petitioners considering the slackness and inconvenience caused by their action(s) to/in the smooth functioning of the administration of the examination conducting/record maintaining authority.

Additionally, the petitioners are directed to appear before the respondent no. 2 i.e. Co-ordinator, Rajasthan Eligibility Examination For Teachers (REET)-2024, Board Of Secondary Education Rajasthan Ajmer, Rajeev Gandhi Vidya Bhawan, Shiksha Board Colony, Civil Lines, Ajmer, along with all the requisite [2025:RJ-JP:8460] (6 of 6) [CW-2984/2025] documents and as per the guidelines/information bulletin, issued by the respondents, at or before 06.00 P.M. today itself.
7. If the respondent authorities are satisfied with the same, the admit cards be issued qua the petitioners by online/offline mode, and permit the petitioners to appear in the consequential examination.
8. In light of the above, the present batch of petitions are disposed of, with aforementioned directions. It is made clear that the present judgment is passed, considering distinguishable factual narrative and shall not be treated as a precedence. Pending applications, if any, shall stand disposed of.
