Operative part
Coram: Hon'ble Mr. Justice K.C. Puri Present: Sh. M.S. Kang, Advocate for the petitioner. ... K.C. Puri, J. (Oral) The petitioner has been declared proclaimed offender. Learned counsel for the petitioner has submitted that Article 21 of the Constitution has been violated by not making the proclamation in accordance with law. That argument looks attractive, but the same is without any force. The petitioner has remedy to challenge the order. No ground for interference is made out. The petition stands dismissed. However, in case the petitioner surrenders before the trial Court and moves an application for regular bail, the same be decided within four days.
