Before proceeding further on the merit of the case, we are inclined to know as to whether there is any notification in the Gazette in view of Section 3 of the U.P. Urban Planning and Development Act, 1973 of a disputed land which falls in the village - Kiratpur Nimana Khair Road, Aligarh.
