It is contention of the petitioner that though it is styled as Notification, it is the order passed by the District SubRegistrar, Co-operative Society, Wardha who is exercising powers of State Government.

Learned A.G.P. contended that Chapter 17Rule 18 of the Bombay High Court Appellate SideRules, 1960, there cannot be any challenge to the Notification before the Single Bench while exercising jurisdiction under Article 227 of the Constitution of India.
