Heard learned counsel for the applicant. Vide order dated 23.07.2024 passed in Writ A No. 9720/2024 filed by the applicant, the writ Court directed as under: "However, in case the petitioner represents his cause before the Principal Secretary, Revenue, Government of U.P., Lucknow within ten days of date, the Principal Secretary, Revenue, Government of U.P., Lucknow shall pass appropriate orders on the petitioner's representation within a week of its receipt. The Principal Secretary is directed to communicate the order made by him to the petitioner within three days of recording his order. In view of the above, the petition is disposed of. Let this order be communicated to the Principal Secretary, Revenue, Government of U.P., Lucknow through the Chief Judicial Magistrate, Lucknow by the Registrar Compliance within 48 hours. " Learned counsel for the applicant submits that a certified copy of the aforesaid order was submitted by registered AD for compliance before the opposite party on 29.07.2024 and thereafter, reminder was sent on 17.09.2024, but the opposite party has wilfully not complied with the order and, thus, has committed civil contempt liable for punishment under Section 12 of the Contempt of Courts Act, 1971. Prima facie, a case of contempt has been made out. However, in the interest of justice, learned counsel for the applicant is directed to provide a complete set of the contempt application to Shri Pawan Kumar, learned Standing Counsel during the course of the day, who shall seek instructions from the opposite party on or before the next date fixed.
