These matters are taken up through hybrid arrangement. 2. Since similar questions of law or facts are involved in all the above Writ Petitions, all the matters were heard together. However, this Court felt it appropriate to decide W.P.(C) No.19642 of 2022 first and whatever the outcome of the said Writ Petition, the same will be covered to other similar Writ Petitions mentioned above. 3. Learned counsel for the parties are present. Judgment prepared in separate sheets is delivered and pronounced in open Court in the presence of learned counsel for the parties and the order is passed accordingly as follows:- 4. Considering the facts of the case, this Court is inclined to quash the Office Order No.3424 dated 10.03.2022 passed by the Opposite Party No.3. This Court hereby directs the Opposite Party No.3/District Education Page 5 of 6 // 6 // Officer, Cuttack to grant 3rd MACP to the petitioner with effect from 13.01.2018 and to treat the payment of Trained Graduate Scale after acquiring Trained Graduate qualification as one upgradation. 5.
