In light of the aforesaid discussion and the cases cited hereinabove, this Court is of the opinion that the Petitioners should have filed the appeal under Section 15 of the Consumer Protection Act, 1986 before the State Consumer Disputes Redressal Commission. Accordingly, the Petitioners are granted liberty to approach the appellate forum provided in the statute.
