But the petitioner was not selectedfor the South Zone University Youth Festival competitions. Inthe above circumstances, the petitioner has filed this writpetition seeking the following reliefs:“a.issue a writ of mandamus or any other appropriatewrit, order or direction, commanding the 1st and 2ndrespondents to take a decision to enable the petitioner toparticipate in the 27th South Zone Inter University YouthFestival to be held from 18th to 22nd December, 2011 atChennai, since the petitioner is most competent andeligible candidate for participating the same;b.issue a writ of mandamus or any other appropriate writ, order or direction, commanding respondents 3 & 4 topermit the petitioner to participate in the South ZoneFestival in the light of the provision contemplated inExt.P1 manual;c.declare that the petitioner is the eligible and competentcandidate for participating South Zone Inter UniversityFestival when compared with the 6th respondent;d.issue a writ of mandamus or any other appropriate writ, order or direction, commanding the 1st and 2ndrespondents to formulate appropriate Manual/Rules andRegulations for the proper conduction of B Zone andInter Zone Arts Festival conducted by the 1st respondentUniversity in consultation with the 5th respondent.”2. Insofar as the South Zone Inter University YouthFestival scheduled to be held from 18th to 22nd December, 2011is already over, the learned counsel for the petitioner himselfadmits that prayer nos. (a) to (c) have become infructuous. But, -: 2 :-he submits that at least in future, the respondents 1 and 2shall formulate appropriate rules or regulations for theproper conduct of B Zone and Inter Zone u Arts Festivals.3. Learned counsel for the University submits that asstated in the statement, the competitions are conducted onthe basis of definite criteria and therefore there is noarbitrariness in the matter. But, he admits that no rules andregulations have been framed in respect of the conduct ofsuch competitions. Having heard both sides, I am of opinion that it is onlyappropriate that written rules and regulations are framedfor such competitions. Accordingly, this writ petition isdisposed of with a direction to respondents 1 and 2 to seethat appropriate rules and regulations are framed for theconduct of such competitions, as expeditiously as possible, at any rate, within 3 months from the date of receipt of acopy of this judgment.
