Petitioner is a Science Graduate and a tax payer. He states in this writ petition that he has genuine interest in the scientific progress and development of the State in all its spheres of activities.
#2. In this petition filed under Article 226 of the Constitution, the main grievance of the petitioner appears to be that Scientists and persons with scientific knowledge are to be appointed to the Executive Committee of the Kerala State Council for Science and Technology and Environment and to remove the Government servants on deputation from the Council in the interest of justice.
#3. Petitioner is not a Scientist. He is only a Science Graduate. If, for any reason, a real Scientist has got a real grievance in so far as the constitution of the Executive Committee of the Kerala State Council for Science and Technology and Environment is concerned, he would definitely approach this Court for appropriate reliefs. In our opinion, petitioner has no locus standi to present this writ petition and, further, the averments made in the writ petition does not have the W.P.(C). NO.5120 OF 2007 :: 2 :: characteristics of a public interest litigation. Therefore, we declined to entertain this writ petition. Accordingly, the writ petition stands rejected. Ordered accordingly.
