GOPINATHAN, SENIOR GOVERNMENT PLEADER THIS WRIT PETITION (CIVIL) HAVING COME UP FOR ADMISSION ON 23.01.2024, THE COURT ON THE SAME DAY DELIVERED THE FOLLOWING: WP(C) No.2747 of 2024 2 JUDGMENT Dated this the 23rd day of January, 2024 The petitioner is running a regular Stage Carriage service with her Stage Carriage vehicle bearing registration No.KL-54B-0025, on the route Kundukadavu Junction- Kunnamkulam on the basis of Ext.P1 Regular Permit.

#2. The petitioner states that after the issuance of Regular Permit to the petitioner, a large number of services were introduced on the sectors of the route and some of the services have surrendered their permits and therefore, the petitioner has submitted Ext.P2 request for revision of timings. But, the respondent is not taking steps to conduct a Timing Conference and if there is any delay in considering Ext.P2 request, the petitioner will be put to difficulties.

#3. It is evident that Ext.P2 is a request for change of timing which has statutory support. Therefore, it is necessary WP(C) No.2747 of 2024 3 that the competent authority consider Ext.P2 in accordance with law within a reasonable time. The writ petition is therefore disposed of directing the respondent-Secretary, Regional Transport Authority consider Ext.P2 request submitted by the petitioner and take appropriate decision thereon, within a period of two months in accordance with law and after giving an opportunity of hearing to the affected parties.
