JUSTICE SHAHZAD AZEEM, JUDGE ORDER 26.11.2025 01 Petitioners have assailed the order passed by the Central Administrative Tribunal, Jammu Bench dated 14.05.2024 in Original Application No. 511/2024 titled Manzoor Ahmad and anr. vs. Union of India & ors. and order dated 08.11.2024 passed in Contempt Petition No. 179/2024 titled Manzoor Ahmad vs. All India Radio. 02 The respondents filed OA seeking direction respondents/petitioners herein to convene the DPC and consider the cases of the respondents herein alongwith other eligible candidates for their promotion to the available 59 posts of Assistant Directors (programme) in the Pay Level of 10 of 7th CPC as Programme Officer in JTS grade of IB(P)S of Akashvani and Doordarshan for the promotional quota of vacancies of the years 2024 alongwith all the consequential benefits from the date & the respondents herein were eligible promotion, strictly in terms of Notification bearing G.S.R. 892(E) dared 5th November, 1990 issued by the Ministry of Information 2 and Broadcasting and Office Memorandum bearing No. DOPT- 1711091032542 dated 15th March, 2024. 03 This OA was disposed of with direction respondents/petitioners herein to consider the cases of the applicants along with other eligible candidates for their promotion to the post of Assistant Director (Programme) by convening the DPC, even in light of the judgment passed by the Hon’ble Supreme Court in Ajit Singh & anr. vs. State of Punjab & ors. dated 16.09.1999 reported as AIR 1999 Supreme Court 3471. 04 On the last date of hearing i.e., 03.11.2025, petitioners’ counsel sought time to report instructions regarding implementation of the order dated 07.08.2024 passed by the Central Administrative Tribunal, Principal Bench New Delhi in OA No. 2988/2024 titled Dr. Uma Shankar Singh vs. Union of India. 05 Today when the matter is taken up, Mr. Rattanpuri, learned Senior Panel counsel, has produced a Notification dated 6th November, 2025 i.e., the regulations of the Prasar Bharati (Broadcasting Corporation of India), procedure for promotion of Government employees on deemed deputation to the Prasar Bharati and the officers and employees of the Prasar Bharati Regulations, 2025. It is submitted by him that in view of these regulations, the petitioners are in the process of considering all the eligible candidates along with respondents herein by convening a DPC and this petition can be disposed of in light of this notification. 3 06 Mr. N. D. Qazi, learned counsel for the respondents has no objection to the same. 07 Having regard to the aforesaid facts and circumstances and with the consent of learned counsel for the parties, this petition is disposed of in terms of the aforesaid notification dated 06th November, 2025 and in light of the submission made by learned Sr. Panel counsel that the consideration of all eligible candidates shall be undertaken within a period of three months from the date copy of this order is made available to the petitioners. 08 This petition is disposed of in the aforesaid terms.
