This writ petition has been filed for the following reliefs:- the required the appellant, by Hon'ble Chief

That in the instant writ petition the petitioner in the nature of certiorari for quashing the Order dated 11.06.2012 passed in Appeal No.1484/11 Information Commissioner, Jharkhand whereunder the Petitioner did not supply information information seeker, within tine limit and therefore, penalty of .25,000/- (Rupees twenty five thousand) is imposed against him U/S 20 (1) of the R.T.I. Act, 2005. Further recommendation has been made to the Chancellor of the Vinoba Bhave University in the State of Jharkhand to initiate a departmental proceeding against the Public Information Officer Ashok Kumar Singh, Principal, Baghmara College, Baghmara Dhanbad U/S 20 (11) of the Right to Information Act 2005, ignoring the fact that, petitioner's Baghmara, College, is a Private Collere being runned by Baghmara Kshetriya Shikshanik Vikas Samittee having got recognisation as the Unaided recognized College from Respondent No.2 and is not come within the ambit of "Public Authority" as defined U/S 2(h) of the Right to the information Seeker under the Act as Right to Information Act is not applicable on the Private Bodies also without considering the fact that the information seeker has been given the most of the information sought and the Second appeal preferred before the Chief Information Commissioner, Jharkhand without 2 exhausting the remedy of the first appeal which was pending when the Appeal No.1484/11 has been preferred. And Be further please to quash the letter No. 1742/2013 dated 04.10.2013 issued by the Respondent No. 2 whereby the Respondent No. 1 has been directed to initiate disciplinary action in persuasion to the Order dated 11.06.2012.
