Sanjay Karol,J (oral) : Certain disputed questions of fact are involved in the instant petition, which cannot be resolved in the absence of necessary parties. Respondent No.2 has yet not been served inspite of various opportunities afforded to the petitioner.

#2. Be that as it may be, the disputed factual matrix cannot be resolved in writ jurisdiction of this Court. As such, liberty, as prayed for, Whether reporters of local papers may be allowed to see the judgment? - 2 - granted to the petitioner to approach the respondents for adjudication of his surviving grievances, if any. As and when any request is received from the petitioner, respondent No.1 shall consider and decide the same, in accordance with law, after affording adequate opportunity of hearing to all concerned, by passing a speaking order which shall be supplied to the parties concerned. In the event of any grievances still surviving, it shall be open for the petitioner to approach the Court.
