Considering the limited scope of the relief sought for in this petition, without going into the merits of the petitioner's claim, the second respondent is directed to dispose of the appeal filed by the petitioner, if it has not been disposed of earlier, after hearing the parties concerned to avoid allegations of violation of principles of natural justice. The appeal shall be disposed of on its own merits and in accordance with law, as expeditiously as possible, preferably within aperiod of eight weeks from the date of receipt of a copy of this order.
