We have heard both Mr.Father Xavier Arulraj, learned Senior Counsel for the respondents and Mr.Mohamed Zamil, learned counsel for the appellant.3. The appellant challenges an order of the writ Court dated 29.08.2025. There is a history to this matter. The appellant had responded to a call for recruitment to the post of Senior Assistant (Accounts) in the 2/8 https://www.mhc.tn.gov.in/judis W.A.(MD)No.2915 of 2025Airports Authority of India. She belongs to the Scheduled Caste community for which three posts were reserved. 4. The appellant participated in the process of selection, the first stage of which related to conduct of a Computer Based Test (CBT) in which she was successful. There was a certificate verification conducted thereafter and her certificates passed muster. The second stage related to the conduct of Computer Literacy Test (CLT) in which she was unsuccessful.5. Mr.Mohamed Zamil, learned counsel for the appellant would draw our attention to the test results, that were issued on 14.08.2024 after conduct of the CBT, where her roll number figures as 39172510400064.6. Thereafter, and as there was no further movement in the selection, the appellant sent a representation on 04.10.2024 where she refers to the earlier processes and requests consideration of her candidature. 7. On 29.11.2024, her representation was responded to by the competent officer in the Airports Authority of India, to point out that 3/8 https://www.mhc.tn.gov.in/judis W.A.(MD)No.2915 of 2025though she had been short-listed for the CLT based on her performance in the CBT and the document verification, she had not been successful in the CLT. The above foresaid order dated 29.11.2024 is the subject matter of challenge in WP(MD)No.30143 of 2024, which has been reserved for orders on 08.10.2025 by the learned writ Judge. 8. While so and the parties are awaiting the pronouncement of orders in the aforesaid writ petition, the AAI have issued a short- list of the selected candidates, post conduct of CLT. We had sought a clarification from the respondents as to the basis on which the impugned list dated 21.08.2025 has been issued, particularly, comparing the same with the list issued on 14.08.2024 and the following note has been given:-1. How the document at Page No. 33 in WA is connected to the document at Page No.41 in the same:Clarification: Advertisement No. SR/01/2023 was issued by Regional Headquarters, Southern Region, Airports Authority of India(RHQ,SR,AAI) for filling up 19 vacant posts of Senior Assistant (Accounts) Computer Based Written test (CBT) was held on 18.03.2024. As per order of merit in the Combined Merit List and the reservation norms, 25 candidates in different categories were called for the second stage of Recruitment process (ie.) 4/8 https://www.mhc.tn.gov.in/judis W.A.(MD)No.2915 of 2025Document verification and Computer literacy test, which are of qualifying in nature. Only those candidates who qualify in Document verification are eligible to appear in the Computer Literacy test. The Page No. 33 in the WA 2915/2025 is the notification issued by AAI calling shortlisted candidates who have qualified in CBT, for Document verification (DV) and Computer literacy test (CLT). DV and CLT were held on 29.08.2024 and 30.08.2024. Out of 12 candidates qualified in the Computer Literacy Test, offer of appointment was issued to 09 candidates based on reservation policy.For filling up of balance 10 vacancies, further 08 candidates were called from the Combined Merit List in the order of merit and as per reservation norms for the filling these vacancies as Phase II. The Page No. 41 in the WA 2915/2025 pertains to these 08 candidates called for Document verification and Computer literacy test in Phase II under the same notification. DV and CLT held on 08.09.2025. 2. Detailed clarification regarding the document at Page No. 35:Clarification: The Page No.35 in the WA 2915/2025 pertains to candidates who got selected after qualifying in Document verification and Computer literacy test, which was held on 29.08.2024 and 30.08.2024 in the 1st Phase. Out of 12 candidates qualified in the Computer Literacy Test, offer of appointment was issued to 09 candidates based on reservation policy.3. Dates of uploading and detailed information as to why the document at page 41 is issued:Clarification: The Page No. 41 in the WA 2915/2025 pertains to 08 candidates who were called for the second 5/8 https://www.mhc.tn.gov.in/judis W.A.(MD)No.2915 of 2025stage of Recruitment process (i.e.) Document verification and Computer literacy test under Phase II. For the balance 10 unfilled vacancies, further 08 candidates were called from the Combined Merit List in the order of merit and as per reservation norms in Phase II. The Page No. 41 in the WA 2915/2025 pertains to candidates called for Document verification and Computer literary test held on 08.09.2025, which was uploaded on 21.08.2025.9. On a perusal of the note, we come to understand that there was a consolidated/combined merit list drawn after issuance of Advertisement No.SR/01/2023 and selection is being made in accordance with the stipulated procedure. The submission of the respondents to the effect that the impugned communication is only a second list that has been issued, drawing on the candidates from the combined list, seems to be in order. We do not find anything untoward in the same. 10. The grievances of the appellant will surely be addressed in W.P.(MD)No.23462 of 2025, where there is a challenge to her non-selection dated 29.11.2024. In these circumstances, the Petitioner has rushed to court prematurely with this writ petition and we find no merit in the same.6/8 https://www.mhc.tn.gov.in/judis W.A.(MD)No.2915 of 202511.
