Questioning the grant of permission, W.P(MD)Nos.16788 of 2025 and 18177 of 2025 came to be filed. On 03.07.2025, we passed the followed order in W.P(MD)No.16788 of 2025: “The petitioner questions the permission granted by the District Collector in favour of the eighth respondent for quarrying 10,000 cubic meters of sand in Mavadikulam tank for a railway project. 2.The eighth respondent shall file an affidavit of undertaking as follows: 7/12 https://www.mhc.tn.gov.in/judis W.P(MD)Nos.18177, 18499 & 16788 of 2025a) to ensure, that at the end of the lease period, the tank bed level will be uniform throughout. In other words, the quarried area shall be completely levelled. b) The contractor shall erect bunds of appropriate height throughout. c) The sluice level of the tank has to be maintained so that water from the Mavadikulam can be distributed evenly to the agriculturists. The inlet shall not be closed. 3.The revenue officials and the Deputy Director of Geology and Mining shall jointly conduct drone survey / survey and submit a report indicating the quantity of sand already quarried. They shall also indicate the measures to be taken by them to ensure that the ceiling imposed by them is not breached. A report form the Public Works Department shall also be obtained regarding the free flow of water from the tank for the agriculturists. 4.Call this case on 10.07.2025.”3.Today, when the matter was taken up for hearing, the learned Additional Advocate General submitted the status report of the District Collector, Trichy. The authorities concede that the DGPS survey done by them indicated that the quarry limit had already been exceeded by 1170 cubic meters of earth. Since the licensee had breached the conditions of lease, the license itself had been cancelled vide proceedings dated 09.07.2025.
