The case of the petitioner is that the third respondent has issued a notification for the post of Office Assistant on 04.12.2023 and conducted the interview on 30.01.2024. However, the third respondent cancelled the entire process of the interview and issued a fresh notification for the same post of Office Assistant including other post of Night watchman, Record Clerk and Driver, in which the petitioner has Page 2 of 8 https://www.mhc.tn.gov.in/judis W.P.No.46357 of 2025applied for the post of Office Assistant through online. Subsequently, the petitioner was called for certificate verification on 22.10.2025. At that point of time, the petitioner has submitted all the relevant certificates including the priority category of First Graduate Certificate. However, third respondent did not select the petitioner for attending the interview and the same was uploaded in the official website of Tamil Nadu Rural Development and Panchayat Raj Department. Challenging the result of action displayed in the official website, the petitioner has come forward with the present writ petition.3. Learned counsel for the petitioner would submit that admittedly, the third respondent issued notification for filling one post of Office Assistant. Thereby, the petitioner has applied for the said post and attended the certificate verification on 22.10.2025. However, his candidature was not selected for attending the personal interview. It is the case of the petitioner that, he is a first graduate in his family, and therefore, he is entitled to get priority under the first Generation Graduates. Despite submitting the original copies of the First Graduate Certificate and PSTM certificate at the time of interview, the third respondent has rejected the candidature of the petitioner, without assigning any valid reasons. Learned Additional Government Pleader appearing for the respondents 1 & 2 would submit that according to Government Order, the first priority is set for the individuals, who lost both parents to Covid-19 or other reasons and second priority was given to first Generation Graduates and so son. Accordingly, the petitioner was called for certificate verification and also was scrutinized for preparing merit list by conducting tests under four heads, wherein, the petitioner has scored 46 marks out of 85 and his position was 62 in the merit list. Therefore, he was not called for attending the interview. Hence, he prays for dismissal this writ petition.5. Heard the learned counsel on either side and perused the materials available on record.6. The facts in the present case are not in dispute. The third respondent has issued a notification for recruitment to the post of Office Assistant and the petitioner has applied for the said post. However, his candidature was not considered for attending the interview. Challenging the same, he filed this writ petition.Page 4 of 8 https://www.mhc.tn.gov.in/judis W.P.No.46357 of 20257. At the time of admission, this Court directed the third respondent to file a status report with regard to the selection process and in compliance with the same, an entire record was produced before this Court, wherein, it is stated that the third respondent has notified four vacancies for the post of Office Assistant in the earlier notification dated 30.01.2024. However, the same was cancelled and fresh notification was issued for filling one post of Office Assistant on 29.08.2025. Accordingly, 625 candidates attended the certificate verification, including the petitioner. Out of 625 candidates, 331 candidates come under various priorities. As per the guidelines to scrutinize the candidates for preparing merit list, marks were given under four heads viz., Tamil Reading - 25 marks, Tamil Writing - 25 marks, Knowledge on Establishment - 20 marks and Driving Bicycle 15 marks.8. By calculating the marks obtained by the candidates in the aforesaid four heads, merit list was prepared for 76 candidates, who fall under the second priority i.e., First General Graduates, which includes the petitioner. As per the marks obtained, the petitioner has scored only 46 marks out of 85 and his position was 62 in the merit list. According to Page 5 of 8 https://www.mhc.tn.gov.in/judis W.P.No.46357 of 2025the guideline of 1:5 ratio, the top five candidates were called for interview and one of them was selected and appointed for the post of Office Assistant. Since, the petitioner was not in the top five ranks, he was not called for an interview. Therefore, this Court does not find any merits in this writ petition and the same is liable to be dismissed on the ground of devoid of merits.9. Accordingly, this writ petition stand dismissed. No costs.
