The petitioner College was permitted to start Under Graduate Courses in Allied Health Science with an intake of 20 seats in each of the 4 courses vide G.O.(Ms)No.382, Health and Family Welfare (PME.1) Department dated 21.11.2024, by the third respondent. The petitioner College admitted three students in B.Sc., Cardiac Technology, one student in B.S.C., Medical Laboratory Technology and six students in B.Sc., Operation Theatre and Anesthesia Technology. The petitioner college admitted the students within the last date of admission (i.e) 30.12.2024. The College sent the students list to the first respondent / University on 21.12.2024. Thereafter the College requested the University to provide it with CMS2 Institution login credential for R1 and R2 Login to enroll / register the students as the last date for link registration was 28.03.2025. However, the 1st respondent/ University did not provide the same. Hence, the petitioner prayed for the interim direction. https://www.mhc.tn.gov.in/judis WMP No. 49138 of 20254. The learned counsel for the petitioner submitted that today is the last date for online registration of the students particulars and therefore, unless and until the petitioner College is provided with the login credentials to register the students, it would cause great hardship to the students and the College. He further submitted that no prejudice would be caused to the respondent University in as much as the number of students admitted was well within the approved intake granted by the University.5. Heard the learned counsel for the petitioner and the respondents and perused the materials placed before this Court.6. It is seen that though the Government vide G.O.(Ms)No.382 dated 21.11.2024, permitted an intake of 80 seats, in the four Allied Courses started by the petitioner College, the first respondent / University in its conditional provisional affiliation restricted the intake to 50 seats for the four courses. The petitioner College admitted only ten students for three courses and did not admit any student for one course. As the students are admitted within the permitted intake granted by the 1st respondent / University, as rightly contended by the learned counsel for the petitioner, no prejudice would be caused to the University by granting the interim relief.7. I am therefore inclined to direct the respondents to provide college login credentials to the three Under Graduate Allied Health Sciences Subjects namely, B.Sc., Cardiac Technology, B.S.C., Medical Laboratory Technology and B.Sc., Operation Theatre and Anesthesia Technology, so as to enable the petitioner to register the students admitted in the aforesaid courses for the academic year 2024-2025 forthwith. Considering that today is the last date for online registration, the learned counsels for the petitioner and the respondent are directed to communicate this order to the first respondent / University immediately by Email. However, it is made clear that the direction issued herein is subject https://www.mhc.tn.gov.in/judis WMP No. 49138 of 2025to the result of the writ petition.5.Pursuant to the above interim order, the 1st respondent University registered the students who had been admitted in the petitioner college for the academic year 2024-2025.6.The admitted students had enrolled for the examination to be held in December 2025. For that purpose, the internal marks secured by those students must be uploaded and the examination fees has to be paid to the 1st respondent University through their portal.7.The grievance of the petitioner is that the 1st respondent University has not opened the portal for the petitioner college to enter the internal assessment marks and for payment of the examination fees. It is under these circumstances, the present petition has been filed before this Court.8.In the considered view of this Court, the students were admitted pursuant to the interim orders passed by this Court. Therefore, those students must be permitted to write the examination and for that purpose, the 1st respondent University has https://www.mhc.tn.gov.in/judis WMP No. 49138 of 2025to open the portal for the petitioner college to enter the internal assessment marks and for payment of examination fees. This will be without prejudice to the 1st respondent University to raise all the grounds in the writ petition.
