This Writ Petition has been filed to quash the impugned rejection 2/8 https://www.mhc.tn.gov.in/judis communication e-mail of the first respondent dated 13.08.2025 pertaining to the post of Assistant Manager (Post Code 3349) under Notification No.09/2024; to direct the second and third respondents to consider the petitioner's representation dated 15.09.2025 and declare the petitioner's MBA (Finance and Human Resources) degree as equivalent to MBA (Finance), within a time frame fixed by this Court, and also to direct the first respondent to consider the petitioner for selection to the post of Assistant Manager (TANSIDCO) (Post Code 3349) in Notification No.09/2024.3. The case of the petitioner is that in the year 2024, the first respondent issued Notification No.09/2024 inviting applications for various posts, including the post of Assistant Manager under the Combined Technical Services Examination (Non-interview Posts). Being fully eligible for the said post, the petitioner duly submitted application, which was registered under Application No.2409039829. Pursuant thereto, the petitioner appeared for the written examinations conducted on 23.10.2024 and 26.10.2024 and the results were published on 20.02.2025 wherein the petitioner got Communal Rank No.1 in the post of Assistant Manager (TANSIDCO) (Code No.3349) and stood at Overall Rank No.31. Thereafter, the petitioner received the memorandum bearing No.157/OCVD-C2/2025 – (IV) dated 09.04.2025 issued 3/8 https://www.mhc.tn.gov.in/judis by the first respondent directing her to re-upload the certificates. In compliance of the same, the petitioner duly re-uploaded on 24.04.2025 the following documents: “1. A Community Certificate with valid digital signature verification and 2. The Post Graduate Degree Certificate (MBA) which specifically reflects Finance as her area of specialization.” 4. The petitioner completed MBA programme in which Finance was one of her areas of specialization. In order to substantiate the same, the petitioner had uploaded the relevant certificates issued by the College confirming Finance as her area of specialization along with supportive documents. Without considering those documents, the respondents published the list of candidates provisionally admitted for Physical Certificate Verification and Counselling (Phase III) for various posts under Notification No.09/2024 dated 29.05.2025 including the post of Assistant Manager. The petitioner approached the Help Desk of the respondents on 12.08.2025 since she had not received any response regarding her candidature. On 13.08.2025, the petitioner received a reply from the office of the respondents stating that her application was not considered for selection on the ground that the 4/8 https://www.mhc.tn.gov.in/judis documents submitted by her reflected the combination of subjects Finance and Human Resource in MBA programme and that she had not exclusively studied MBA Finance. Hence, the present petition is filed seeking the relief as stated in paragraph 2 supra.5. The learned counsel for the petitioner submitted that MBA (Finance and Human Resources) is equivalent to MBA (Finance). In similar circumstances, one R.Senthil Prabhu had approached this Court in W.P.No. 3153 of 2025 and this Court had referred the matter to the second and third respondents to find out whether MBA (Finance and Human Resources) is equivalent to MBA (Finance) and the outcome is pending. He further submitted that the order of this Court is in favour of the similarly placed candidate and hence, thereby this Writ Petition has been filed seeking to set aside the rejection communication by way of e-mail dated 13.08.2025.5/8 https://www.mhc.tn.gov.in/judis

Per contra, the learned Standing Counsel appearing for the first respondent submitted that the earlier Writ Petition was ordered on 27.06.2025 and the certificate verification was done on 28.04.2025 and the selection list has been sent to the selected candidates on 29.05.2025 and the entire process has been completed by the TNPSC.7. In such circumstances, the selection process which has already got over cannot be unsettled. The petitioner has approached this Court belatedly i.e. after several weeks of selection. Hence, this Court is not inclined to set aside the impugned e-mail order. However, this Writ Petition is disposed of with a direction to the second and third respondents to consider the representation of the petitioner dated 15.09.2025 and pass orders with regard to the equivalence certificate within a period of three weeks from the date of receipt of a copy of this order.
