It is affiliated to the Tamilnadu Dr.MGR Medical University. The second respondent is the authority occupying the field of pharmacy under the 3/10 https://www.mhc.tn.gov.in/judis W.P.No.35235 of 2025Pharmacy Act. The petitioner is conducting B.Pharm. degree course with an intake of 60 students. Accordingly, the petitioner college is also registered in the counselling to be conducted by the fourth respondent. The case of the petitioner is that there are more than 90 colleges, including the petitioner college, that are facing problem. If the counselling for B.Pharm alone is conducted from 01.10.2025, there will be no chooser for B.Pharm course for the academic year 2025-26. Such counselling is for all the paramedical degree courses for government quota seats in self financing colleges for the year 2025-26 academic session. Since students will only opt other courses, they will not be waiting for the counselling for B.Pharm alone from 01.10.2025. Now the fourth respondent uploaded the tentative online counselling schedule for paramedical degree course for the government seats in government colleges and allotment for government quota seats in self financing colleges for the academic year 2025-26 to be held from 02.09.2025. However, it is contrary to the time extension order passed by the Hon'ble Supreme Court of India.3.On perusal of the counter submitted by the fourth respondent 4/10 https://www.mhc.tn.gov.in/judis W.P.No.35235 of 2025and on the submissions of the learned Standing Counsel appearing for the fourth respondent, it is revealed that the prospectus for all paramedical courses was published on 17.06.2025 and the last date for uploading the application was 07.07.2025 as per the notification issued by the Indian Nursing Council dated 13.01.2025 to commence academic year from 01.08.2025 and the last date for admission would be 30.09.2025. Therefore, the Indian Nursing Council being the authority to decide as to the commencement of the academic session, the Selection Committee had decided to commence the online counselling for all paramedical courses for government seats in government colleges from 30.07.2025 to 08.08.2025. The second round of counselling for the left over seats of government colleges in government colleges and for government seats in private colleges was scheduled from 04.09.2025 to 17.09.2025. In respect of allied health sciences undergraduate courses including Bachelor of Physiotherapy and Bachelor of Occupational Therapy are concerned, the Dr.MGR Medical University, as per its regulations has notified cut off date as 30.09.2025 for admission. As rightly pointed out by the learned Senior Counsel, Indian Nursing Counsel has no authority to grant recognition to the Institutions imparting Nursing courses. When the 5/10 https://www.mhc.tn.gov.in/judis W.P.No.35235 of 2025Indian Nursing Counsel has no authority for affiliation and recognition, it cannot dictate terms for the counselling to be conducted on such date. 4.The learned Standing Counsel appearing for the fourth respondent submitted that the entire curriculum system is governed by Indian Nursing Council. As per its norms, the cut off date for admission of undergraduate nursing degree course is 30th September of every year. Therefore, it cannot go beyond 30.09.2025. 5.Now the fourth respondent already extended date of registration from 06.09.2025 to 09.09.2025 and for choice filling from 07.09.2025 to 10.09.2025 and results from 11.09.2025 to 13.09.2025.
