Any delay must be reported with valid justification,(c) All Police Commissioners and Superintendents of Police shall conduct monthly reviews of time-bound court directions and ensure digital tracking of compliance.3.A status report dated 10.04.2026 has been filed by the Director General of Police/Head of Police Force, Tamil Nadu, before this Court and the relevant portion of the same reads as under:“4.It is respectfully submitted that the instructions were issued to all the Commissioners of Police in Cities all the Inspector Generals of Police in Zones, all the Deputy Inspector Generals of Police in Ranges and all the Superintendents of Police in Districts including special units in Standard Operating Procedure Rc. No. 197832/Court cell/2017, dated: 08 12 2024 for strict adherence thereon. Further. the reports generated through High Court Automation Software with respect to the pending and time bound order cases at Sub Division level shall be reviewed by the concerned Deputy Inspector Generals of Police/ Joint Commissioners of Police once in a month along with the Superintendents of Police / Deputy Commissioners of Police /Nodal Officers and Deputy Superintendents of Police /Assistant Commissioners of Police. The same shall be reviewed periodically by the Zonal Inspector Generals of Police/COP's/Addl COP's, as applicable, once in a quarter. Thus, the direction in Para 35 (a) & (c) of the order is complied already and filed in the earlier affidavit.5.It is respectfully submitted that the Hon'ble Court also directed the Police department in Para 35(b) to complete the implementation of Crime & Criminal Tracking Network & Systems (CCTNS) 2.0 within a period of four months from the date of the receipt of this order dated 30.04.20256.It is respectfully submitted that the Hon'ble Court after being satisfied by the progress made as mentioned above was pleased to direct on 26.09.2025 as follows:-‘’ 2. ...Considering the request made by the learned Additional Public Prosecutor, time for complying with the offer dated 30.04.2025 is extended by a further period of 4 months’’.__________Page2 of 6 https://www.mhc.tn.gov.in/judis CONT P No. 2864 of 20247.It is further submitted that subsequent to the above order, a soft launch was conducted on 21:07 2025 in Tambaram City and the districts of Thiruvallur, Namakkal, Thiruvarur and Kanyakumari to identify issues. Subsequently, deficiencies were addressed, necessary approvals and funding were obtained. It was submitted before the Hon'ble Court that a short extension was required to complete the remaining work, and a status report was filed accordingly on 03.02.2026.8.It is respectfully submitted that, after being satisfied by the progress made as mentioned above, this Hon'ble Court was pleased to direct on 11.02 2026 as follows-‘’The status report dated 03.02.2026 filed on behalf of the DGP is taken on record. The learned Additional Public Prosecutor appearing for the respondent submitted that the entire process will be completed within a period of two months. Post the matter on 15 04.2026.’’9.It is respectfully submitted that the web-enabled Crime and Criminal Tracking Network and Systems 2.0 (CCTNS 2.0) application was finally launched on 26.02.2025 throughout the State of Tamil Nadu. This web-enabled CCTNS 2.0 core application is being utilized in all Police Stations/FIR Registering Special Units across the State and has been integrated with e-Courts through the Inter-Operable Criminal Justice System (ICJS) platform Through this integration:-i) e-Signed FIRs and Final Reports along with connected case documents are sent from CCTNS 2.0 to the respective Courts in Case Information System (CIS) application via Inter-Operable Criminal Justice System (ICJS) platform.ii) Court acknowledgments updates and responses are transmitted electronically from the CIS application back to CCTNS, enabling a secure end-to-end digital exchange of case documents.10.It is respectfully submitted that a letter was sent by the Director General of Police/ Head of Police Force, Chennai, on 29.01.2026 to the Registrar General of the Hon'ble High Court of Madras requesting that necessary instructions be issued to the Subordinate Courts.11.It is respectfully submitted that the Registrar General of the Hon'ble High Court of Madras instructed all the Subordinate Courts in Tamil Nadu that after the full-fledged implementation of CCTNS 2.0 by the Police Department, the Courts dealing with Criminal Cases shall consume all FIRs and Charge sheets through the ICJS application.12.Therefore, it is respectfully submitted that the directions issued by the Hon'ble High Court in its order dated 30.04.2025 have been fully complied with. The directions of the Hon'ble High Court of Madras in the paragraphs 35(a) and 35(c) had already been complied, and the CCTNS 2.0 system has been rolled out across the State of Tamil Nadu with effect from 26.02.2026, thereby fulfilling compliance with paragraph 35(b) as well. __________Page3 of 6 https://www.mhc.tn.gov.in/judis CONT P No. 2864 of 2024It is, therefore, humbly prayed that all the directions given by this Hon'ble High Court is duly complied with and hence it is requested to close the Contempt Petition, as no wilful disobedience subsists, and thus render justice.”4.Mr.K.M.D.Muhilan, learned Additional Public Prosecutor, would submit that the direction issued by this Court vide order dated 30.04.2025 has been duly complied with and the web-enabled CCTNS 2.0 application has been finally launched on 26.02.2026 pan State; a compliance meeting was held on 29.05.2025 and during such time, the Inspector General of Police, North Zone, was appointed as the overall Coordinating Officer for implementing the Inter-Operable Criminal Justice System (ICJS) platform to oversee whether the CCTNS platform is put into practice effectively and he may be permitted to report about the progress of the ICJS.5.The learned Additional Public Prosecutor would further submit that the inter-departmental review meeting was convened on 29.12.2025 by the Additional Chief Secretary to Government, Home, Prohibition and Excise Department, Government of India, to review the progress of the implementation of the ICJS and the status of integration among its constituent pillars, to see whether the CCTNS 2.0 was put into practice effectively. During the meeting, the Inspector General of Police (North Zone) was appointed as the overall coordinating officer for implementation of the ICJS and it is also decided to conduct review meetings periodically under the chairmanship of the said officer __________Page4 of 6 https://www.mhc.tn.gov.in/judis CONT P No. 2864 of 2024and he has been directed to report the progress in integration and implementation to the Home Department.
