It is reported by the learned AG & OT that the funds accumulated for the financial year 2020-2021 of the Trust Estate of Madras Ordinance Pensioned Luscars Charities has to be spent within five years, i.e., before the Financial Year 2025-2026, to save tax. Meanwhile, the Dean of Government Medical College and Hospital, Omandurar Government Estate, Chennai, has submitted a request letter dated 21.04.2025 to the Executive Chairman of Tamil Nadu State Legal Services Authority, seeking donation for upgrading the existing Blood Storage Centre of the Hospital into a Blood Bank. The Dean has stated that establishing an in-house Blood Bank would ensure immediate availability of whole blood and blood components, enhanced emergency preparedness, reduction in morbidity and mortality, support for academic and clinical training of medical students and post graduates, self-sufficiency in managing health emergencies like trauma outbreaks, epidemics and mass casualty incidents. The said request letter has been forwarded to the office of the learned AG & OT and the same is annexed along with this application. https://www.mhc.tn.gov.in/judis A No. 2255 of 20253.The learned AG & OT in his report has stated that the Dean of Government Medical College and Hospital, Omandurar Government Estate, Chennai, has sent an e-mail to the manufacturer of CryofugeTM – 16 Blood Banking Centrifuge, requesting them to send a quotation with specifications of refrigerated centrifuge for Blood Bank for 12 bags to the office of the learned AG & OT. As per the requisition, the manufacturer have sent a quotation for the said equipment along with accessories quoting the price as Rs.43,07,000/- inclusive of 18% GST. The quotation is also annexed with the report. After further negotiation with the supplier, the supplier has sent a revised quotation for the same equipment with same accessories quoting the price as Rs.42,36,200/- inclusive of 18% GST. On 28.04.2025, the office of the learned AG & OT further negotiated with the Company for further discount and accordingly, a revised quotation has been sent to the office of the learned AG & OT for the same equipment and same accessories quoting the price as Rs.41,93,720/-. The revised quotation dated 28.04.2025 is also annexed in the typed set of papers along with this application. https://www.mhc.tn.gov.in/judis A No. 2255 of 20254.Learned AG & OT, considering the request, has recommended that the donation will serve the Hospital which is a 580-bedded tertiary care hospital, equipped with specialized Intensive Care Units for several disciplines and which caters to the needs of more than 1,00,000 Out-Patients and 20,000 In- Patients annually. The Tamil Nadu Accident and Emergency Care Initiative (TAEI) manages a high volume of trauma and critical care cases with daily requirements of blood and blood components for life-saving interventions. Establishing an in-house Blood Bank would ensure immediate availability of whole blood and blood components which reduces morbidity and mortality. The learned AG & OT, in his report, has stated that the expense towards purchase of the equipment along with its accessories can be met out from the accumulated funds in the Trust Estate of Madras Ordinance Pensioned Luscars Charities, for donating the same to the Government Medical College and Hospital, Omandurar Government Estate, Chennai. https://www.mhc.tn.gov.in/judis A No. 2255 of 20255.In view of the same, this Court is also convinced that the donation for establishing Blood Bank at Government Medical College and Hospital, Omandurar Government Estate, Chennai, will serve the public and it is an essential requirement of the Institution. 6.Hence, this application is ordered as prayed for.
