The case of the petitioners is that they were appointed through Employment Exchange as Drivers in the year 1993 and their services have been regularized in the year 1998. The grievance of the petitioners is that though the 1st respondent, vide its Resolution dated 13.12.1995, granted regularization, the same is yet to be implemented. The 3rd respondent has also sent a proposal as early as on 18.09.2018, but no orders have been passed.
