2. Learned counsel for the petitioner submits that the petitioner hled the present Writ Petition seeking to declare the action of the respondent No.6 in passing the order dated 2 --\ \
19.12.2025 in No.CS/ 136 I 2025-26, blacklisting he petitioner's rice mill from participating in future Custom Mi 1 ng Rice (CIvfR) operations for two Khal:if marketing seasons as i. lega1, arbitrary ald contrary to the orders dated 13.11.2025 pass: 1 by this Court in W.P.No.34474 of 2025.
3. L,earned counsel for the petitioner furthe r submits that earlier, the respondent No.6 issued orders daterl
04.11.2025 in No.CS/ 136 12025-26, blacklisting the petitioner',; participating in future Custom Milling Rice (CN rice mill from R) operations. However, the said order dated 04.11.2025 was s( t aside by this Court in W.P.No.34474 of 2025, with liberty to th: respondents to follow the due process of law if they intended tc rass any order against the petitioner. Subsequent to the disp I ;al of the Writ Petition, the respondent Nos.6 passed the present mpugned order dated 19.1,2.2025 alter issuing notice to the :etitioner. The petitioner submitted written explanation by givinli detailed replies to each and every allegation. However, the r: rpondent No.6, without passing arly reasoned order and merelv r tating that the written explanation submitted by the learned < ounsel for the petitioner was examined but not found convin<,i rg, passed the impugned order blacklisting the petitioner's mili fi t m participating in future Custom Milling Rice (CMR) operation,; for two Kharif I 3 marketing seasons. The impugned order is cryptic and an empty formality and is liable to be set aside. In view of the same, learned counsel for the petitioner requested this Court to allow the Writ Petition by setting aside the impugned order dated 19.12.2025 and remanding the matter to the respondent authorities for fresh consideration.

On the other hand, the Iearned Government Pleader for Civil Supplies and the learned Standing Counsel for the Telangana Civil Supplies Corporation appearing for the respondents, farrly conceded that the respondent No.6 passed the impugned order dated 19.I2.2O25 without providing any reasoned order. They have expressed no objection to setting aside the impugred order dated 19.12.2025 with liberty to the respondent authorities to pass reasoned orders in accordance with law, taking into consideration the submissions made by the petitioner in explanation dated 12.I2.2O25 submitted through their counsel. In view of the same, requested to pass appropriate orders.
5. In view of the submissions made by both sides, this Writ Petition is disposed of by setting aside the impugned order in No.CS/ 136/2025-26 dated 19.12.2025. Consequently, the matter is remanded to the respondent authorities for re-consideration of the written explanation made by the petitioner on 12.12.2025 and 4 to pass reasoned orders thereon and communic I .e the same to the petitioner within a period ol two (2) weeks Ir rm the date of receipt of a copy of this order. Miscellaneous Applications, if any, pendirr 1 in this Writ Petition, shall stand closed. There shall be no ord,: as to costs. SD'.
