Juloor village, Bhoodan pochampafly Mandar, Yadadri-Bhongir District (hereinafter referred to as ,,the subject land"), respectively, as illegal, arbitrary and i : l : 2 EVV, J Wp_39269 _2025 contrary to the provisions of the Telangana State Survey and Boun<laries Act, 1923 and consequently, prayed for other appropriate reliefs.

2. Hearc[ Mr.N.Gopitl, learned counsel for the petitioners and Sri L.F.avinder, lera,rned Assistant Government pleader for Revenuo appearing for the respondents and with their consent, this writ petition is being taken up for disposal at the admissir>n stage.

3. Learne.d counsel for the petitioners would submit that the petitioners are the ou/ners and possessors of the subject land, having purchased the sarne through registered seLle deeds. Learned counsel for the petitioner would further submit th.at, the names of the vendors of the petitioners v/ere reflected in all the revenue records as pattadars and the re\/enue authorities also issued e- pattadar pasrt books in their favour. Learned counsel for the petitioners would further submit that, when the neighbouring land owners have started disturbing the boundaries of the subject land and as L.lgbr_lF._Egti9pg19 3 EVV, J Wp_39269 _2025 have submitted F-Line applications to the respondents, by paying requisite fee to conduct survey of the subject land and fix the boundaries. The grievance of the petitioners is that, even after receipt of the said F-Line apprications, the respondent authorities did not conduct survey and fix the boundaries. Learned counsel for the petitioners would further submit that in terms of the circular issued by the commissioner, survey, Settlements and Land Records, the respondents are bound to consider the application within 45 days from the date of the application after collecting necessa-ry charges. "4- sri L.Ravinder, learned Assistant Government pleader for Revenue appearing for the respond.ents has submitted that the respondent authorities will consider the aforesaid F-Line application submitted by the petitioners by following due procedure laid down under law and conduct survey and demarcate the subject land by fixing boundaries.

5. It is settled law that the survey Department has the authority to conduct survey and demarcate lands in I ) I ) I : ! l I ! I It, t. 4 EVV, J Wp-39269 2025 accorda:rce with the provisions of the Telangana Land Revenue Act, r3r7 Fasri (Act No. VIII of r3rz Fasri), the Telanga,a Survey and Boundaries Act, Lg23, and the Rules framed thereunder. The Government has issued various r:irculars specifving the conditions for conducting surveys, particularly F-Line (field measurement) surveys. Individuals requesti.g such surve),s are required to submit specific documents, and if the conditions stipulated in the circulars are fulfilled, the survey and boundary fixation may be ccnducted. The commissioner, survey, settlements and Land Records, exercising powers under the Terangana survey anl Boundaries Act, 1g23, issued relevant circulars froryr time to time vide Rc.No.N1/6543 /gg, dated 25.07.200t, Rc.No.Nl / t4o}/or, dated 13.o7.2oor, and Rc.No.N2 /174t /2oro, dated 18.05.2010 stipulating the conditions for conducting survey of private lands and as per the szrid circulars, if the petitioner fulfils alt the conditions of the said circular, it is an obligation for the respondentr; to conduct survey within the time specified in the said circ:ulars. - 5 EVV. In view of the aforesaid discussion, this court deems it appropriate to dispose of this writ petition directing respondent Nos.4 to consider the petitioners' F-Line applications, dated 28.1O.2025 and 30.12.2025, in accordance with the provisions of the Telangana survey and Boundaries Act, 1923 and also in terms of the circular instructions issued by the Commissioner, Survey, settlements and Land Records for conducting survey on field measurement applications (F-Line applications), from time to time, within a period of eight (08) weeks from the date of receipt of a copy of this order, if not arready conducted.

7. With the above observations, this Writ petition is disposed of. There shall be no order as to costs. B.
