2. Heard Sri Janardhan Goud Sunkari, learned counsel for the petitioners and Sri L. Ravinder, learned Assistalt Governmer t pleader for Revenue, appearing for the respondents. perused the material available on record.
3. Learned counsel for the petitioner.r submits that the petitioners are the absolute oul Lers and possessors of the subject rand and he furthe r submits that due to the initiation of application in the year 2079 to the Tahsildar, Munugode, by ort, of the family member of the petitioners viz., Maru eni Lilli Grace, the subject land was surveyed ancl r report vide file No.F/988/2019 dated 23_tI_2OIg erlr ng with location sketch was furnished stating tha. R & B ,,1;t i: J EVV,J W P.No.lE 127 o12025 road is running through Choutuppal to Munugode by touching the Sy. No.266/LU

He further submits that the petitioners have frled a suit in O.S.No.36O of 2O2O on the hle of Special JFC Magistrate, Nalgonda District, seeking relief of declaration, partition and separate possession over the suit schedule property. Along with the suit, they have also liled I.A.No.166 of 2O2O seeking to restrain the defendants from alienation of the schedule propert5r till the hnal disposal of the suit Meanwhile, the proposed defendant No.26 in the suit, made a venture in the same survey and obtained one more location sketch from the Mandal Surveyor wherein, the land of the petitioners was left and it is clearly shown that the R&B road is not adjacent to layout area ln Sy.No.266/Part. However, the proposed defendant in the suit obtained layout permission DTLP No.38 / 2O2l / DTCOP/NLG, occupied the petitioners'land in Sy. No.266/LU to the extent of 4 EVV,J I P No.lE 127 of2025 Ac.O.2O gts colluding \{rith the Sth respc,l Ldent arrd changed the location sketch by creating rt rn-existed R&B road and showed that the said roacl s mnning through the petitioners, land.

Thereafter, the petitioners have ;ubmitted severa,l applications to the 7rh respondent : equesting to verify location sketch of the said hles it rd calcel the said location sketch given by the Sth r.t spondent vide file No.B/28O/2O2I and in response to .he same, the 7th respondent appointed a Five Men ,- ommittee vide proceedings No.A4/49O/2O23 dated 2 1-3-2025 consisting of the Revenue Divisiona_l Officer. the District Town and Country. plannin Nalgonda; the District panchayath Officer. I the Executive Engineer, R&B Nalgonda Assistant Director S&LR, Nalgonda and )handur; ; officer, 'algonda; and the .he-v are directed to conduct joint inspection of the .: nds and submit a report whether the existing R&B ro td is laid as per the village map or it is as per the malr given by t- 5 EVV.J W-P No:18127 of 2025 the Sth respondent and also to verify the Certificate of Demarcation issued by the 5th respondent is correct or not? A.ccordingly, the Committee made an inspection arrd submitted a report on I9-O4-2O25 stating that the above said team verified the field and reported that the Naksha road is almost merged in existing R&B road and as such the observation was made that there is only one road not two roads adjacent to the Sy. No.266, Munugode village, Nalgonda District.

Learned counsel for the petitioners further submits that the petitioners have made number of applications to the official respondents, including the representations dated 27 -06-2025 and 2B-O7 -2025 to the respondent Nos.3 and 6, respectively, requesting to cancel the location sketch given by the sth respondent vide File No.B/28O /2021 dated O|-O9-2O2I in respect of the subject land. But they have not taken any action. Hence, he seeks a 6 EVV,J I P No.38127 of2025 direction to the respondent authoritie s to pass appropriate orders on the representation I made by the petitioners.

On the other hand, learned Assistant Government Pleader for Revenue appea-ri rg for the respondents submits that the joint inspr ction conducted based upon the applicatio: s of the petitioner dated O4-O2-2O25 & O5-O2-7O25. The Additional Collector (Revenue) had issued 1) .oceedings dated 21-03-2025 to the authorities con<::rned and directed them to conduct joint inspection c I the land arrd submit a report by O9-O4-2O25. Accor-, [ingly, the said team followed the due process of insJr, ction and after verification of the field u,ith the hetp of village map, submitted a joint inspection r:port on l9-O4-2O25. Therefore, \Mith the iss rance of proceedings dated 21-03-2025, the matter has now attaine{ finality, and any further action ,r culd only amount to prolonging the litigation withor t yielding I L!,. -7 EVV,J W.P No.38127 of2025 any meaningful result. He has flnally contended that in the circumstances, as the Naksha road is almost merged with existing R&B road, appropriate directions would be issued to enable the respondent authorities to examine the case of the petitioner, and later, they would pass appropriate orders on the application of the petitioners.

Having heard the submissions made by the learned counsel for both the parties and upon perusal of the materia_l available on record, without going into the merits and demerits of the case, this Court deems it appropriate to dispose of the Writ petition directing the respondent Nos.3 and 6 to examine the petitioners, applications dated 27-06-2025 and 2g-OT-2O25, by issuing notices to all the interested/third parties and affording suffrcient opportunity of personal hearing to them and after conducting thorough enquiry, finally pass a reasoned order on the applications of the petitioners by assigning the reasons thereof, strictly in I \ 8 EVV.J It l, No 38 i27 of2o25. .- \:T accordance with law as expeditiousl_y as possible, preferably, within a period of ninety days rom the date of receipt of a copy of this order. 9' Accordingry, the writ petition ir; clisposed of.
