2. Heard Mr.A.Abhinandan Reddy, learned counsel representing Mr.K.Raghavendra Reddy, learned counsel for the petitioner and Mr.L.Ravinder, learned Assistant Government Pleader for Revenue representing learned Government Pleader for Revenue appearing for respondents Perused the record.

Learned counsel for the petitioner submits that the petitioner has submitted F-line application No.DE,RO2250L2 08813 dated 25.07.2025 seeking to conduct slrrvey, demarcation and fixation of boundaries in respect of land admeasuring Acs.5-29 Gts in Sy.No.53/Ef , situated at Budamarsu Village, Waddepalle Mandal, Jogulamba-Gadwal District. Pursuant thereto, survey notice vide File No.23 | /2025 dated Ni1.O8.2025 was issued by fixing the date of survey as 18.09.2025. But no survey was conducted by respondent No.6. Later, another notice vide File No.23L/2025 dated 25.11.2025 was also issued but, no survey was conducted.

He further contends that one person n€r.mely Gogineni Suresh had filed Suit vide O.S.No.149 of 2025 against the petitiongr and her husband seeking for the relief of F J Permanent Injunction in respect of lands. admeasuring Ac.O.29 gts in Sy.No.S3 I C I L and Ac.0.30 gts in Sy. No.53 / C I 2 . lt is stated that the said Suresh filed I.A.No.542 of 2025 seeking the relief of ad-interim lnjunction in respect of the said lands and obtained ex-parte orders. He further states that the said Suresh is obstructing to conduct survey in respect of the said lands. Therefore, he seeks indulgence of this Court, to pass appropriate orders.

5. Learned Assistant Government Pleader for Revenue contends that the respondent authorities will consider the aforesaid F-Line application submitted by thq petitioner, by foltowing the due procedure laid down under law and conduct survey and demarcation of the subject lands by fixing boundaries.

It is settled law that the Survey Department has the authority to conduct survey and demarcate lands in accordance with the provisions of the Telangana Land Revenue Act, L3l7 Fasli (Act No. VIII of L3L7 Fasli), the Telangana Survey and Bound.aries Act, 1923, and the Rules framed thereunder. The Government has issued. various \ \ t I 4 circulars specifying the conditions for conducting surveys, particularly F-Line (field measurement) surveys. Individuals requesting such surveys are required to submit specific documents, and if the conditions stipulated in tn-e circulars are fulfilled, the survey and boundary fixation may be conducted. The Commissioner, Survey, Settlements and Land Records, exercising powers under the Telangana Survey and Boundaries Act, 1923, issued relevant circulars from time to time vide Rc.No.Nll6543l99, dated 25.07.2OO1, Rc.No.Nl /I4OB/07, dated 13.O7.2007, and Rc.No.N2 /L741/2OlO, dated 18.05.2010 stipulating the conditions for conducting survey of private lands and as per the said circulars, if the petitioner fulfils all the conditions of the said circular, it is an obligation for the respondents to conduct survey u,ithin the time specified in the said circulars.

[n view of the aforesaid discussion, this Court deems it appropriate to dispose of this Writ Petition directing the official respondent Nos.S and 6 to examine the petitioner's F-Line application No.DER0225O120BB13 dated 25-07-2025, in accordance with the provisions of the Telangana Survey and Boundaries Act, 1923 and also in terms of the circular 5 instructions issued by the Commissioner, Survey, Settlements and Land Records for conducting survey on field measurement applications (F-Line applications), from time to time, as expeditiously as possible, preferably within a period of thirty (30) days from the date of receipt of a copy of the order, by putting the interested parties on notice and affording them sufficient opportunity of hearing.
