Lear-ned counsel for the petitioner submits that the petitioner rvas appointed on 01.08.1991 as Lab Attendant (Vocationerl) on a consolidated pay of Rs.650/- per month, after being sponsored by the Employment Exchange and undergoing the requisite selection process. Subsequently, his services were regularized with effect from 01.04.1996 uide proceeding;s dated 09.04 .L996" his probation was declared uide proceedings dated 20.06.1997 and was retired from service on 31.05.2025 without having secured a single promotion during his entire career. It is furttrer submitted that the petitioner was sanctioned the special grade scale under the Automatic Advancement Scheme (AAS) on completion of 8 years of service with effect from OL.O4.2OO2 \ lrL i 3 and thereafter was awarded Special Ad-hoc Promotion Post Scale-I on completion of 12 years of incremental service under the said scheme uide proceedings dated 0l.06.2017. On completion of 18 and 24 years of incremental service, the petitioner became entitled to Special Ad-hoc Promotion Post Scale-lB with effect from Ol.O4.2OL2 in RPS-2010 and Special Ad-hoc Promotion Post Scale-ll with effect from O1.O4.2O18 in RPS-20 15, respectively. Therefore, respondent No.5 forwarded proposals to respondent No.2 seeking sanction of the said scales uide Rc.No.74 /GJCCl2:O19 dated 18.01 .2}lg. However, despite the lapse of five years, no action has been taken by respondent No.2. on the other hand, the case of the petitioner's junior namery shaik Janimiya, v'ho was appointed on consolidated pay two years after the petitioner, was considered and he was awarded speciar Ad-hoc promotion Post scale-Il uide proceedings dated 26.og.2022 on completion of 24 years of incremental service based on the very proposars dated 1g.01 .2019. It is further submitted that, after several representations, respondent No.s re_submitted the same proposars to respondent No.3 uid.e proceedings dated 01.0g.2025 requesting sanction of the pending 1g and I / ,.1::i 4 F-') 24 yeat Special Ad-hoc Promotion Post 56216,-18 and Scale-ll benefits. Holvever, respondent No.3 returned the proposals to responde:nt No.5 uide proceedings dated 07.1O.2025 stating that respondent No.4 is the competent authoriff in terms of the delegation of powers issued by respondent No.2. Subsequentlv, as per the instructions of respondent No.3, respondent No.5 re-submitted the very same proposals to respondent No.4 uide proceedings dated 03.1 1 .2025- However, no action has been taken by responder-rt No'4 so far' Therefore, rearned counser prays this court to direct respondent Nos.2 to 4 to consider the proposals forwarded by respond.entNo.5andtograntthepetitionerthepromotional scales within a time-frame to be stipulated by this Court' 5.
