The State of Telangana, Rep. by its principal Secretary, Revenue Department, Secretariat, Building, Secretariat, Hyderabad and 3 others. ...respondents ORDER This Writ Petition is filed to declare the inaction of the respondent Nos.2 to 4 in not considering the representations of the petitioner dated Lo-o7 -2024 and 0l-O8-2O24 requesting to mutate the name in the 2 EVV,J W.P.Ntr.-17491 o12025 revenue records and to issue pattadar pass books and title deeds in the neune of the petitioner for the immovable property i.e. agricultural lands admeasuring Ac.8.09 gts in various survey numbers, situated at Polisetti Pally village in Balmoor Mandal, Nagarkurnool District, as illegal and arbitrary.

3. Learned counsei for the petitioner submits that the petitioner is the lawful owner and possessor of the subject property a-cquireci by his father vide pattadar pass book No.TO3030060448. He further submits that on the strerrgth of pass book and pahanies, the petitioner has made a representation to the respondent authorities to mutate the name in the 1 -) EVV,J W.l'.No.37;19 I ol2025 revenue records and to issue pattadar pass books and title deeds in the name of the petitioner in respect of the suject land, but it has not been considered. Therefore, he seeks to pass appropriate orders in the Writ Petition with certain directions to the respondent authorities.

On the other hand, by submitting the written instructions dated 05-12-2025 issued by the respondent No.4, learned Assistant Government Pleader for Revenue, submits that unless the petitioner files application along with no objection affidavit of all family members through on line under the provisions as contemplated under the Telangana Bhu Bharati (Record of Rights in Lands) Act, 2025 (for brevity, "the Act, 2025ll, the case of the petitioner cannot be taken up for consideration and that as of now the Rules prevail to make an application along with No Objection affidavit under the Act, 2025.
