Learned counsel for petitioners would further submit that, when the neighbouring land owners have started disturbing the boundaries of the subject rand and as such, the petitioners have submitted F- Line application, dated lL.lo.2o2s to the respondent authorities, by paying requisite fee to conduct survey of the SUbjeCt land and fix the boundaries. Learned counsel for the petitioners would further submit that in terms of the circular issued by the Commissioner, Survey, Settlements and Land Records, the respondents are bound to consider the application within 45 days from the date of the application after collecting necessary charges.

Sri K.Mahesh, Iearned Assistant Government Pleader for Revenue appearing for the respondents has submitted that the respondent authorities will consider the aforesaid F-Line application submitted by the petitioners by following due procedure laid down under law and conduct survey and demarcate the subject land by fixing boundaries. 5' It is settled law that the survey Department has the authority to conduct survey and demarcate lands in accordance with the pro'isions of the Telangana Land Revenue Act, rsrz Fasli (Act No. vrII of r3rr Fasli), the Telangana Survey and Boundaries Act, 7925, and the Rules framed thereunder. The Government has issued various circurars specifying the conditions for conducting 4 EVV. J Wp_37418 _2025 surveys, particularly F-Line (field measurement) surveys. Individuals requesting such surveys are required to submit specitic docurrients, and if the conditions stipulated in the circulars are fulfilled, the survey and boundary fixation may be conducted. The Commissioner, Survey, Settlements and Land Records, exercising powers under the Telangana survey and Boundaries Act, 1923, issued relevant circulars from time to time vide Rc'No'N | 16543 199 ' dated 25.OT .2001', Rc.No'N I I l4O8l07 ' dated 13'07 '2OOT ' and Rc.No.N2 l174ll2OlO, dated 1B'05'2010 stipulating the conditions for conducting survey of private lands and as per the said circulars' if the petitioners fulfil all the conditionsofthesaidcircular,itisanobligationforthe respond.ents to conduct survey within the time specified in the said circulars' In view of the aforesaid discussion' this Court deems 6. it appropriate to dispose of this writ petition d'irecting the respondentauthoritiestoconsiderthepetitioners,F-Line application uide No'DER02250 123066' dated 11'10'2025' 5 EVV, J Wp_37418 _2025 m accordance with the provisions of the Telangana survey and Boundaries Act, 1923 and also in terms of the circular instructions issued by the commissioner, survey, settlements and Land Records for conducting survey on field measurement apprications (F-Line apprications), from time to time, within a period of eight (0g) weeks from the date of receipt of a copy of this order, if not already conducted. 7 With the above disposed of.
